Do not add a heavy throw to a wet rail

An airer rail that already holds wet tea-towels should not take a heavy throw. Write the keep-off on the list.

When wet tea-towels already hold a rail, a heavy throw pushes water onto the cloths below. The list should write the keep-off first, then the rails that can still take a fold. This is not a wash manual.
